Green Campus Partners will fund the CHP plant develop-
ment and construction and enter into 20-year utility services agree-
ments with the two facilities. Under this agreement, the hospital
and continuing care center will purchase lower cost electricity and
steam from the plant to serve their heating, cooling and electrical
needs, while reducing their current utility costs by approximately
$2 million per year. The plant is targeted for completion and com-
missioning during third quarter 2013.
Washington Governor Signs Thermal
Energy Bill
Governor Christine Gregoire of Washington has signed a bill
that allows renewable thermal energy to qualify for renewable
energy credits. It also requires utilities to add renewable thermal
energy to the list of alternative energy resources they provide for
customers to purchase. These sources include: biomass heating
through boilers, geothermal or ground-source heating, solar heating, heat recovery and reuse at wastewater treatment facilities.
According to the Department of Commerce, over half of the
energy consumed in Washington each year is wasted as heat. The
bill provides additional financial incentive for utilities and private
companies to produce useful thermal energy from additional

sources beyond natural gas and fossil fuels. The thermal renewable
energy credits will be offered to customers through voluntary utility
green power programs, and will not count toward the state renewable portfolio standard. In 2010, over 50,000 customers purchased
over 50 megawatt-hours of renewable energy credits through voluntary utility programs.
TKDA Recognized for Work on Solar
Thermal Project
Saint Paul, Minn.-based TKDA has won a National Recognition
Award from the American Council of Engineering Companies
(ACEC) for its design and engineering of District Energy St. Paul’s
solar thermal energy system. Installed at the Saint Paul RiverCentre,
the 23,000-sq-ft solar hot water system is the largest in the country. It generates 1 MW of energy and reduces carbon dioxide
emissions by 900,000 lb annually. TKDA had previously received
an engineering excellence award for the solar project from ACEC’s
Minnesota chapter in January. Projects were selected from submissions by member firms and were recognized for engineering
achievements that demonstrate a high degree of innovation,
achievement and value.
COGEN Europe Launches Wider Debate on
Heat Planning
The European Union’s total thermal energy demand consumes 60 percent of the EU’s primary energy resources, but its
energy and climate strategy contains virtually no measures on
heat, according to COGEN Europe. At the organization’s upcoming annual conference in Brussels, May 3-4, 2012, COGEN Europe
will launch a wider debate among key representatives of the
cogeneration sector on how the heat planning under the EU’s
new energy efficiency directive can help swing the balance toward
more integrated energy thinking.

At the COGEN Europe conference, Europe’s largest annual
cogeneration event, Per Langer, executive vice president at
Fortum Power and Heat, will deliver a keynote speech on how
to develop an understanding of the heat market in a low-carbon
economy. “I am convinced that heat from cogeneration will play
an important role in our energy system of the future – and will
be part of the solar economy. The cogeneration of heat and
electricity has a high efficiency and allows for great flexibility
when it comes to using different local fuels. Society needs to
treat district heating as one of the solutions for reaching a sustainable future,” he said.
Fiona Riddoch, COGEN Europe managing director, said that
“cogeneration operates across the heat-electricity divide, providing tangible energy savings. The EU needs to have a far better
understanding of its heat demand if it is going to use cogeneration well. The EU needs an energy supply which is both low-carbon and efficient to meet the competition challenges of the
21st century.”
