Key elements of the proposal include

• Legally required energy-saving systems
– Energy distributors or retail energy
sales companies will be obliged to save
1. 5 percent of their energy sales, by
volume, annually through implement-
ing energy efficiency measures such as
improving their heating system efficien-
cy, installing double-glazed windows or
insulating roofs, among final energy
customers. Alternatively, member states
can propose other energy-savings
mechanisms, e.g., funding programs or
voluntary agreements that lead to the
same results.
