Lauersen: The Danish experience with carbon cap and trade,
which was launched in 2005, suggests that a three-year trial
period would have been helpful to avoid over-allocations by
other EU member states. About 40 percent of energy consumption in Europe is in the form of heat….We waste two-thirds of the energy generated.”
Kerr: “Wasted energy is a huge opportunity. The energy wasted
in the U.S. is roughly equal to the total energy demand of Japan.
While CHP currently accounts only 9 percent of global power
generation, change is imminent because India and China are
just getting started in district energy and CHP.”
The technical program began Monday morning and was
organized by Technical Program Chair Patti Wilson of Affiliated
Engineers, with support from Laxmi Rao, IDEA’s director of
international programs. Session topics included sustainable
district energy; business development and financing; operations and fuels management; combined heat and power; the
soon-to-be-published IDEA District Cooling Best Practice Guide;
fuel flexibility/ sustainable solutions; controls, metering and
optimization; district cooling; commissioning and optimization;
distribution systems; and metering, metrics and key management

At Monday’s keynote luncheon, best-selling author Fred
Krupp, president of the Environmental Defense Fund, showcased
a series of upbeat, innovative efforts by energy entrepreneurs
in a multimedia presentation and also described the merits
and opportunities of carbon cap and trade. He drew extensively
from his new book Earth: The Sequel – The Race to Reinvent
Energy and Stop Global Warming.

Symposium sessions on both days of the conference focused
on a pre-release of the IDEA District Cooling Best Practice Guide.
The 400-plus-page guide will be formally released at IDEA's
Third International District Cooling Conference in Dubai, Oct.
19-21, 2008, at the InterContinental Dubai Festival City.
